All four models ship with a Level 6 RouterOS licence, so licensing is not a factor in choosing between them — CPU cores, RAM and port count are. All current CCR2004, CCR2116 and CCR2216 models ship with a Level 6 RouterOS licence, which removes the tunnel, VPN peer and interface limits found on lower-licensed RouterOS devices.
The multi-core CCR2116 and CCR2216 are built for full internet routing tables, which currently run to roughly 950,000 IPv4 and IPv6 routes combined. The single BGP session's RAM use, and the number of concurrent peers, are the practical limits rather than raw CPU.
Both use the same 4-core 1.7 GHz CPU and 4 GB RAM. The 1G-12S+2XS is built for fibre-heavy sites with 12x SFP+ and 2x SFP28 25G ports and a single Gigabit management port. The 16G-2S+ instead gives 16 copper Gigabit ports plus 2x SFP+ 10G, suited to a site terminating many copper WAN or customer links.
Not usually. The CCR2216's 25G and 100G ports are aimed at ISP cores and data centre edges. A WISP serving under a few hundred customers on Gigabit backhaul is typically better served by a CCR2004 or CCR2116, which cost less and are easier to rack and power.
